Toys sold in the US are subject to some of the strictest children's product safety regulations globally, primarily under CPSIA (Consumer Product Safety Improvement Act) and ASTM F963 (Standard Consumer Safety Specification for Toy Safety). All toys for children under 12 require third-party testing by a CPSC-accredited laboratory, a Children's Product Certificate (CPC), and a permanent tracking label. Lead content is capped at 90ppm in surface coatings and 100ppm in substrates. DEHP/DBP/BBP phthalates are banned above 0.1% in children's toys. Electronic toys must also comply with FCC Part 15 radio frequency regulations.

All toys for children 12 and under require: (1) testing by a CPSC-accredited third-party laboratory against ASTM F963 (current revision); (2) a written Children's Product Certificate (CPC) citing test results, lab name, and standards tested against; (3) a permanent tracking label on the product and its packaging with manufacturer name, place of manufacture, date and batch of manufacture, and a model/SKU identifier. Lead limits: ≤90ppm in surface coatings (paint, varnish, ink); ≤100ppm in substrate materials. Phthalate restrictions apply to all children's products — DEHP, DBP, BBP permanently banned above 0.1%; DINP, DIDP, DNOP banned above 0.1% in toys designed to be placed in the mouth. Electronic toys: FCC Part 15 compliance required for any radio frequency emitting component. California Prop 65: any toy containing a listed chemical above safe harbour levels requires Prop 65 warning — particularly relevant for vinyl/PVC toys (DEHP), wood products (formaldehyde), and pigments (heavy metals).
